On behalf of the Local Organizing Committee (LOC) in Winschoten in the Netherlands, we would like to extend a warm welcome to all the participants of the 2007 IAU 100km World Cup, under the Patronage of the IAAF and the IAU 100km European Championships. Participants, including athletes and team managers, will be expected to be more than 300 and come from at least 40 countries all over the world.
Winschoten is a little city in the north-eastern part of The Netherlands. The city is also known as "The city of Roses" because of its large Rose-garden with more than 350 kind of roses. Beside this, the town is also an important shopping- and entertainment centre for the whole region of East Groningen. In the neighbourhood you will find some interesting places as well. A complete new residential area called "Blauwe Stad" (blue city) is under construction. In Nieuweschans you will find a Spa Resort. Fortress Bourtange is a fortified town (1742) in which time appears to have stood still. The city of Groningen, with "Het Groninger Museum" is just 35 km away.
The course consists of a 10 km traffic free and completely flat loop. We hope this fast course will enable the runners to achieve excellent performances (such as the 6:16:41 by Jean-Paul Praet in 1992 and the 7:10:32 by Tatiana Zhyrkova in 2004, two performances which were achieved on this course and which are currently under consideration by the EAA to be ratified as European 100 km records)
The LOC can assure that they will do their utmost to make your stay in Winschoten as pleasant as possible. It is our true aim to turn this event into a memorable experience for all the delegations.

█ Local Transportation
Participants arriving at Amsterdam Schiphol Airport need to take the train from there to Winschoten. Trains depart from the airport (directions are clearly signposted). A time table is available on www.runwinschoten.nl or www.ns.nl (English version). The cost of a one-way ticket is ? 31,10 per person

█ Accommodation

It will host all the teams who are not staying with host families.
Delegations from outside Europe should stay at the athlete’s village. For delegations who have stayed at host families for many years, the LOC will try to make this possible again for this year. Important remark: host families will be reserved for athletes and coaches only (supporters and other persons accompanying the delegation will need to be accommodated at The Athletes’ Village).
The LOC will provide full board accommodation, free of charge, at the Athletes’ Village facility (delegations or athletes wishing to stay at other hotels will have to pay for their accommodation)
- for European teams: for a maximum of 3 male and 3 female athletes per delegation for a maximum of 3 nights.
- for Non European teams, for a maximum of 3 male and 3 female athletes per delegation for a maximum of 4 nights, extended to 5 nights when exceeding 6 time-zones.
The accommodation is available for the additional athletes and coaches, but will be charged ? 35 per person per night (bed and breakfast – B&B) or for ? 55 per person per night (full board - FB). The prices mentioned are based on 4 persons per room. If you prefer to stay in a double room the price will be ? 50 (B&B) or ? 70 (FB) per person per night. A single room will be ? 60 (B&B) or ? 80 (FB) per person per night.
The LOC will secure the number of rooms which are needed according to the number of delegation members who will be mentioned on the final entry form. The accommodation bill will be based on these numbers. Delegations have to be aware that they also will be invoiced for the "no shows".
The accommodation costs need to be settled upon arrival at The Athletes’ Village or, at the latest, at the time of receipt of the travel grant.
█ Travel Assistance
The IAAF will provide US$ 40,000 and the LOC US$ 40,000 as travel compensation to be shared among the delegations. The IAU will allocate the total travel grant of US$ 80,000 to the Federations according to the current IAU travel grant system.

█ Nature of Competition
The event is a road race and consists of A Men’s Team Competition A Women’s Team Competition A Men’s Individual Competition A Women’s Individual Competition
The results of the team events will be based upon the best three performances of team members in terms of time.
A team may consist of a minimum of 3 athletes and a maximum of 6 athletes. All team members are automatically entered in the individual competitions.
A maximum of 9 athletes, which includes the team members, may be entered in both individual events. Federations unable to send teams may enter athletes for the individual competitions
Important remark: this year the event will not only be the IAU 100 km World Cup and the IAU 100km European Championships but will also include the WMA 100 km World Championships for the various age groups. Athletes wishing to take part in the WMA competition need to ensure that they correctly observe the WMA entry procedure (including payment of the appropriate entry fee). The Winschoten LOC will provide online entry facilities on their website for WMA-athletes (www.runwinschoten.nl).
█ Race Course
There is a ten kilometres canal-flat and traffic-free course, that will lead the runners through the town of Winschoten and the small neighbourhood of Heiligerlee. Every year many people are watching the race.
The canal-flat course consists for 95% of asphalt and for 5% of flat pavement (no cobble-stones). The start, the finish and all the passages will be situated in the big hall of the Cultural Centre "De Klinker".
The course has officially been measured by Harry Arndt (GER),an IAAF Grade A measurer.
In the evening the course will be illuminated.
Refreshment stations and special drinks stations will be located every 5kms; there are water stations at 2,5 km and 7,5 km.
Anti-doping controls will be established in accordance with IAAF rules and regulations.
Free shuttle service from the Athlete’s Village to the venue at Winschoten will be arranged by the LOC.
█ ChampionChip Statement
For time-keeping the organisation will use the ChampionChip. The organisation has to borrow the ChampionChip for the athletes. For the rent of these ChampionChips the organisation has to pay ? 3,00 per ChampionChip. When the ChampionChip will not be returned to the organisation after the race, the organisation has to pay ? 30,00 per ChampionChip.
The rent for the ChampionChip (? 3,00) will be paid by the organising committee. The costs of ? 30,00 for the ChampionChips that will not be returned within one day after the race, will be at the expense of or the National Federations. From the National Federations we need a statement that the costs of the ChampionChips that will not be returned, will be reimbursed by the National Federations (statement will be included in the Final Entry Form).

█ Preliminary Entries
The attached form should be completed and sent to IAAF and LOC by June 30th, 2007. Please note that any grants made by IAAF and the LOC are conditional on the Preliminary Entry Form being filled out completely and returned before the stated date.
█ Final Entries
The Final Entry Forms (FEF) and further detailed information will be sent out to all Federations or accredited National Ultramarathon Associations after receiving the returned Preliminary Entry Forms. The completed FEF shall be returned as soon as possible, but not later than August 10th, 2007.

Any foreign visitor wishing to enter The Netherlands should have a valid passport (or ID card)
